Parker County Sheriff’s Arrested Three Contractors for Theft

Parker County Sheriff’s Criminal Investigations Division recently arrested three contractors for separate cases of theft.
Parker County Sheriff Russ Authier said each case stems from reports of individuals hiring contractors to perform services who failed to either perform or complete services as agreed.
Sergio Valencia, 54, was arrested and charged with felony misappropriation of trust funds and theft of property after the complainant stated she hired Valencia Custom Pools, LLC, owned by Valencia, in March. She paid Valencia $20,000, who had not performed any work and no supplies had been purchased or delivered after two months following her payment.
Valencia told investigators that he deposited the victim’s money, but Valencia Pools, LLC bank records showed a negative balance of -$12,296.19. Valencia was arrested by Crowley Police Sept. 16, on the Parker County warrants.
In a second unrelated case investigation, Chad Allan Isaacs, 51, was charged with felony theft of property with two or more previous convictions enhanced $2,500 to $30,000, after a homeowner reported he hired Isaacs’ company, D & L Metals, to build a 24X30 shop on his property in late 2023. The victim reported he paid Chad Isaacs $15,000 upfront for the project, who only completed the shop’s frame, and ceased work on the building in Nov. 2024. Sheriff’s investigators discovered Isaacs purposely delayed the construction and failed to order further materials, and did not complete the job while keeping the funds paid by the victim. Isaacs was arrested in Young County on the Parker County warrant on Sept. 11.
